Due mie amiche sono state da poco in Islanda, mi hanno mandato delle foto stupende
un viaggio che io ho declinato per vari motivi però sicuramente affascinante

Lo è. Anche in virtù del fatto che i voli Norwegian FCO - KEF, sono durati quanto il Chievo in vetta nel 2001/2002. Il problema di quella meta, non sarebbe tanto il costo degli aerei, ma la cifra astronomica del lasso di tempo nello stare li. Ancora ho gli incubi dell’esoso soggiorno a Copenaghen, che in confronto a Reykjavík penso, è economica quanto Angri...

Arriverà in seguito, il solito elaborato resoconto dettagliato. Al momento posso dirti che mi sta piacendo parecchio. Non sembra nemmeno di essere in Spagna, è anche questo fattore che la rende particolarmente suggestiva

Non riesco proprio a prenotarla. Diretti da Roma non ce ne sono purtroppo. Ma un giorno in qualche modo pè tigna mi ci recheró. Così come a Sarajevo, Zagabria, Tuzla, Novi Sad e Ohrid

È inutile che provo a girarci intorno. La mia anima e la mia mente sono completamente votate a un pensiero balcanico. Budapest fa storia a sè ovviamente, è strarisaputo come sia per il sottoscritto, un vero e proprio Unicum . Non parlo di bellezza o eleganza delle varie città visitate. Ma di quello che mi hanno trasmesso certe sfumature, alcuni coloriti modi e costumi stravaganti e non conformi. Le emozioni che ho percepito in città come Skopje, Tirana, Durazzo, Sofia, Lubiana, Belgrado, Bucarest, Atene, Salonicco, Istanbul, Bucarest, in altri contesti non sono riuscito a captarle.

Il TAR Lazio, nell'udienza del 6 marzo 2019, ha confermato il diritto di Ryanair ad atterrare a Ciampino in orario notturno, dopo l'orario di chiusura dell'aeroporto, nel caso in cui il ritardo dell'aereo sia dovuto a “cause eccezionali di forza maggiore non imputabili a Ryanair”. Definizione che, in termini giuridici, rappresenta il caso nel quale un soggetto è svincolato dalla responsabilità di rispettare un obbligo contrattuale (in questo caso l’obbligo di Ryanair di rispettare l’orario prestabilito).
I giudici del TAR hanno ritenuto di garantirgli la possibilità di atterrare in ritardo a Ciampino anche nel periodo notturno (23.00-06.00) ma non hanno messo in discussione il diritto del Ministero dell'Ambiente di riportare, con il Decreto del Ministro Costa, l'orario di chiusura dello scalo a quello previsto dalla legge (23.00-06.00) anziché quello, più comodo per Ryanair, 23.30-06.30 utilizzato senza giustificabili ragioni fino ad oggi.
La decisione dei Giudici è stata adottata in via “cautelare”, cioè in via immediata e provvisoria, per tutelare Ryanair da possibili danni economici in attesa dell'udienza di merito. Udienza nella quale si dovrà decidere per davvero se i cittadini hanno diritto alla tutela del loro sonno e della loro salute, oppure se Ryanair e chi governa l'aeroporto hanno diritto di disporre a loro piacimento e in funzione dei loro interessi della vita dei cittadini. Peccato che questi stessi giudici abbiano fissato l’udienza di merito per il 15 gennaio 2020!
Ricordiamo che l’ultracentenario aeroporto di Ciampino si trova in mezzo alle case di Ciampino, Marino e Roma sud e che la pista di volo, da oltre 100 anni, si trova a soli 150 metri dall’abitato di Ciampino.
Chiediamo a tutte le Autorità competenti che venga garantita l’evidenza pubblica della procedura adottata per concedere il permesso di atterraggio a Ciampino e l’evidenza pubblica delle “cause eccezionali e di forza maggiore”, con la pubblicazione da parte di Enac e Enav sia della procedura che delle cause di ritardo di ogni volo arrivato dopo le 23.00.
Ad esempio, il volo Ryanair FR 3004 del 10 marzo, secondo il sito flightradar24.com, è atterrato a Ciampino alle 23.28 ed era il sesto volo in ritardo della giornata del velivolo. Ryanair ha trascinato il ritardo dal primo volo del mattino al sesto della notte senza riprogrammare il giro dei velivoli, evidentemente il sonno degli abitanti intorno all’aeroporto di Ciampino non conta. Mentre l’11 marzo, secondo la tabella degli arrivi a Ciampino pubblicata dal sito di Aeroporti di Roma, ben 6 voli sono arrivati dopo le ore 23.00.
Questo rende evidente la necessità di cambiare la programmazione degli arrivi a Ciampino: con otto arrivi previsti dalle 22:40 alle 22:55 (sei dei quali alle 22:55) è impossibile garantire il rispetto rigoroso della chiusura notturna. L’aeroporto di Ciampino ha una sola pista, quindi gli orari di arrivo vanno programmati in modo adeguato a garantire il rispetto dell’orario di chiusura dell’aeroporto.
Intanto, dopo il precedente indonesiano dell’ottobre 2018, è precipitato ieri in Etiopia un secondo Boeing 737 MAX, velivolo della stessa nuovissima famiglia di 737, ordinati in oltre 100 esemplari da Ryanair. Questi nuovi aerei avrebbero dovuto rappresentare secondo la compagnia l’asso nella manica per ridurre l’inquinamento acustico a Ciampino.
